The OSCAR-II (Outside Cable Rehabilitation-II) program provides a standard based outside plant infrastructure. By providing the basic installation transmission connectivity from the user to the dial central office/main communications node, it supports the voice and data requirements of war fighting commanders engaged in contingency deployment and split-base operations.
